By achieving a partial shutdown, the lawmakers assure that the essential services are still able to function. These essential services include: national defense, border security, emergency services, and air traffic control. On the contrary, many non-essential government functions are under suspension. As a result, thousands of federal workers that work for these agencies are sent home without pay, and others have to work without full pay until the Congress passes all the funding bills. Some public services such as parks and museums might close or have limited access.
